Shoegaze revivalists They Are Gutting a Body of Water have spent nearly a decade taking the genre's combination of surging power and spectral weightlessness and warping it into something off-kilter and seasick. LOTTO by contrast is comparatively straightforward. Most of its runtime is a no-frills, well-executed take on the genre, with just a touch of the dirty jean grandeur of indie-rock vets like Built to Spill or Lift to Experience.
Doug Dulgarian's road to 'LOTTO' has been a long and painful one. Starting as a one-man multi-track project, They Are Gutting a Body of Water (TAGABOW if you can't be arsed with that) has grown with its reputation to a sturdy four-piece rock band while crafting some of the best and rawest indie music Philadelphia has birthed this decade. But it's been a trajectory always under threat: from the spectre of Dulgarian's battle with drug addiction, from the vicissitudes of the industry, from an injury that left Dulgarian temporarily unable to play guitar after a particularly bad heroin episode damaged the nerves in his left arm.
